The US Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), Acquisition Services Division hereby issue this notice of intent to sole source. PHMSA intends to award a sole source firm-fixed price purchase order to Heath Consultants located at 9030 Monroe Rd, Houston, Texas 77061 for the purchase of training equipment & materials for PHMSA's Inspector Training and Qualifications (TQ) Division Training Program in Oklahoma City, Oklahoma. Heath Consultants is the industry leader in development and distribution of pipeline locating, leak detection, and gas detection equipment in the world. TQ has long used Heath equipment and has built their training program around that equipment. TQ needs to replace the aged equipment currently in use in the field from the Heath organization. Purchasing from these sources will best prepare the inspector to perform their job duties effectively and efficiently resulting in the best opportunity for successful inspections and audits. In our efforts, by Administration direction, to eliminate our dependency on Industry personnel in the training program, we will need to purchase these items to continue the training programs as designed and implemented. The NAICS code is 213112 (SUPPORT ACTIVITIES FOR OIL AND GAS OPERATIONS). This is not a request for competitive quotes. It is anticipated that an award will be issued to Heath Consultants, with approximately fifeteen (15) days after the date of this notice unless the Government determines that any onter organization has the capacity to meet this requirement. All responses shall be received no later than 12:00 PM ET on September 22, 2016 to the attention of Stephen Jones via email at stephen.jones.ctr@dot.gov.
