Training Equipment for Training & Qualifications Facility in Oklahoma City, Oklahoma

The US Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), Acquisition Services Division hereby issue this notice of intent to sole source. PHMSA intends to award a sole source firm-fixed price purchase order to McElroy Manufacturing located at 833 North Fulton, Tulsa, Oklahoma 74115 for the purchase of training equipment & materials for PHMSA's Inspector Training and Qualifications (TQ) Division Training Program in Oklahoma City, Oklahoma. McElroy Manufacturing is the current industry organization around which the regulatory training is built because it is the most prevalent equipment found in the field that provide the optimal plastic fusion performance. TQ has long used McElroy equipment and has built their training program around that equipment. TQ needs to replace the aged equipment currently in use in the field from the McElroy organization. Purchasing from these sources will best prepare the inspector to perform their job duties effectively and efficiently resulting in the best opportunity for successful inspections and audits. In our efforts, by Administration direction, to eliminate our dependency on Industry personnel in the training program, we will need to purchase these items to continue the training programs as designed and implemented. The NAICS code is 811219 (OTHER ELECTRIC and PRECISION EQUIPMENT REPAIR and MAINTENANCE). This is not a request for competitive quotes. It is anticipated that an award will be issued to McElroy Manufacturing, within approximately fifeteen (15) days after the date of this notice unless the Government determines that any onter organization has the capacity to meet this requirement.
