AI Contract Overview
This solicitation, issued under amendment 01, seeks commercial-grade modular training structures for subterranean and urban warfare scenarios under a firm-fixed-price purchase order using simplified acquisition procedures. The requirement has been changed from brand name only to brand name or equal, allowing qualified alternatives that meet specific salient characteristics: modular construction for configurable layouts, lightweight design for rapid assembly and disassembly, construction from ricochet-free materials, and the capability to safely withstand high volumes of close-quarters ballistic impacts. The solicitation is a 100% small business set-aside under NAICS code 332311 with a size standard of 750 employees, and only small businesses eligible under this standard may respond. The items required include 18 units of Trango Systems Tunnel 200, 8 units of Trango Tunnel L, 2 units of Trango Tunnel X, 2 units of Trango Package 200, and 5 units of Trango Package Doors, or equivalent products that satisfy the specified performance criteria. Delivery is FOB Destination to an approximate location in Temamatla, Mexico, with the final site guaranteed to be within a 10-mile radius of the stated address; the contractor is fully responsible for shipping, freight forwarding, and all customs clearance into Mexico. While the government desires delivery within 45 days of order receipt, offerors must propose their own delivery schedules, which will be evaluated as part of the award decision. Quotes must remain valid for 30 days and are to be submitted via email to designated Department of Defense contracting and technical personnel. Evaluation follows a lowest price technically acceptable (LPTA) method, with technical acceptability determined solely by compliance with the listed salient characteristics, and award made to the responsible offeror submitting the lowest price among those meeting all technical requirements. The acquisition relies entirely on FAR Part 12 commercial item procedures, incorporating clauses 52.212-1, 52.212-2, and 52.212-4, with no military-specific packaging, preservation, or marking standards applied. No contract value is disclosed, pricing is to be provided by offerors, and no additional options, extensions, or special requirements beyond the stated terms are included.
