Transfer of Plumas County Flood Control and Water Conservation District’s State Water Project Table A Water and/or Article 56 Carryover Water

This agreement involves the transfer and delivery of water from the Plumas County Flood Control and Water Conservation District to two separate entities through the State Water Project, with all deliveries to be completed by December 31, 2026. Under contract SWP 26020, up to 790 acre-feet of approved 2026 SWP Table A Water will be transferred to the Kern County Water Agency on behalf of its Westside Districts member units, including the Belridge, Berrenda Mesa, Lost Hills, and Wheeler Ridge-Maricopa Water Storage Districts. Under contract SWP 26021, 43 acre-feet of Article 56 Carryover Water will be transferred to the Dudley Ridge Water District. The water will be delivered from the Delta to specific turnouts in the California Aqueduct, specifically Reach 8D for Dudley Ridge and Reaches 9 through 16A and Reach 31A of the Coastal Branch for the Kern County Water Agency, primarily serving Kings and Kern Counties. The project is managed by the California Department of Water Resources and is classified as categorically exempt under CEQA Guidelines Section 15301 because it utilizes existing facilities and requires no new construction.
