The contract is for the procurement of three power transformers identified by NSN 5950016866994 under solicitation SPE7M1-26-T-216N, issued by the Defense Logistics Agency Land and Maritime, Maritime Supply Chain. Delivery is required within 243 days after order, with an original required delivery date of October 14, 2026, and a need ship date of March 28, 2027. The item is to be delivered FOB origin to the specified receiving warehouse in Tracy, California, with no tolerance for quantity variance. The contract employs a fixed-price structure and is governed by the DLA Master Solicitation for Automated Simplified Acquisitions Revision 105, with all technical and quality requirements defined in the DLA Master List of Technical and Quality Requirements taking precedence over other standards. Packaging must follow ASTM D3951 unless superseded by DLA requirements, and all units must be marked and labeled in accordance with MIL-STD-129, including palletization per RP001. The offeror is obligated to determine whether the transformer or its components contain hazardous materials as defined by Fed-Std-313 and FAR 52.223-3. If hazardous materials are present, the offeror must provide a complete Safety Data Sheet compliant with Fed-Std-313 and an OSHA Hazard Communication label per 29 CFR 1910.1200 prior to award; submission of both documents is mandatory and failure to provide them results in non-responsibility. Hazard warning labels for applicable materials must also be submitted for review before contract award. Inspection and acceptance will occur at destination, governed by FAR 52.246-2. The offeror must comply with numerous Federal Acquisition Regulation clauses related to cybersecurity, whistleblower rights, prohibition of hexavalent chromium, export control, trafficking in persons, employment eligibility, sustainable products, and the use of the System for Award Management. The contract mandates electronic submission of payment requests and reports via WAWF and requires representations to be current in SAM. All quotes must be submitted through the DLA Internet Bid Board System before July 27, 2026, and may be awarded automatically if no first article testing is required, subject to possible HUBZone preference unless waived.
