The Department of Defense, through AFNWC/PZIB, is soliciting a Competitive 8(a) Set-Aside, Firm Fixed Price contract for Transient Aircraft/Alert Services at Kirtland Air Force Base, New Mexico. Operating under NAICS code 488190, the selected service provider will manage ramp activities for over 1,500 transient aircraft annually. Core responsibilities include aircraft arrival, processing, and departure services, such as Follow-Me services, operating aerial ground equipment, towing, de-icing, and stowage for overnight aircraft. Additionally, the contractor must respond to ground emergencies, disabled aircraft recovery, and participate in mishap investigations. The contract requires a Secret facility clearance and adherence to specific security classifications. The effort is structured for a total duration of 60 months, comprising a one-month transition period, a one-year base period, three one-year option periods, one 11-month option period, and a final six-month extension. Award selection is based on a trade-off evaluation where past performance is weighted more heavily than price. While the incumbent contractor is Orasa Group Inc., the government has noted that an apparent successful offeror has been selected, with an anticipated award date around September 9, 2012, though subsequent funding for certain CLINs remains contingent upon the availability of appropriated funds.
