The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the government. The government shall not reimburse the costs of preparing responses to this request for information/sources sought notice. Transient alert requirements includes providing aircraft arrival, processing, departure and emergency services for home station and transient aircraft. Service is expected for the following aircraft: A-10, Airbus-320, B-1, B-2, B-52, B-727, B-737, B-747, B-757, B-767, B-777, C-5, C-9, C-12, C-17, C-20, C-21, C-26, C-40, C-130, F-14, F-15, F-16, F-18, F-117, H-1, H-46, H-47, H-53, H-60, H-72, KC-10, KC-135, MD-11,T-1,T-6, T-38, and UC-35. De-icing fluid recovery services include the recovery, storage, and recycling/disposal of deicing fluid used on all aircraft. The 87 CONS intends to issue a formal request for proposal (RFP) on or about Feb 2016. The estimated contract period including all options is 1 Jul 16 through 30 Jun 17 with three 1 year-option periods. The successful contractor shall provide all personnel, supervision, management, and other items (excluding government furnished property) to perform transient alert, deicing fluid recovery and aircraft wash services to the standards specified within the performance work statement (PWS). The NAICS code for this requirement is 488190, Other Support Activities for Air Transportation. The small business size standard is $7,000,000. The government requests interested parties submit a brief statement of current capability to perform these services and a letter of interest. Interested and qualified sources should provide the following information: company name, point of contact, e-mail address, telephone number, fax number, type of business and size (i.e. small, SBA section 8(a), historically underutilized business zones (HUBZone), women owned (WOSB), and/or service disabled veteran owned (SDVOSB); (2) a list of your most recent and relevant DoD and/or commercial contracts (not to exceed ten) to include a brief description, names, POCs, phone numbers, value and type of contract, and period of performance; and (3) information about your company and why you think you can perform these services. Depending upon the response to this notice and other market research, the 87 CONS may limit the competition to a specific category of small business at the exclusion of all other potential business concerns. This announcement serves as the first step for 87 CONS to determine the viability of setting aside the procurement of transient alert, deicing fluid recovery, and aircraft wash services for competition solely within or among certain small businesses in selected categories. This is a sources sought announcement only; no solicitation exists or is available at this time. Email your capability information in a PDF or Microsoft Word format to Michael Petty at michael.petty.5@us.af.mil, or send via mail to: 87 Contracting Squadron, 87 CONS/LGCA, Attn: 2402 Vandenberg Road, Joint Base McGuire-Dix-Lakehurst, New Jersey 08641. In order to be considered in this market survey, please reply by 4:00 p.m. (EST) on 15 Oct 15. This announcement shall not be construed as a commitment by the government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, it will be assigned a formal RFP number and the announcement will be published in the Fed Biz Opps website at www.fbo.gov. Potentially interested parties are responsible for monitoring Fed Biz Opps site for the release of the solicitation package as well as downloading their own copy of the solicitation and amendments, as applicable.
