NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. This is a pre-solicitation notice for synopsis of "Transient Alert Services" for Davis-Monthan AFB (DMAFB), Arizona. This is a commercial service; therefore, FAR Part 12, Acquisition of Commercial Items, applies to this acquisition. The contractor shall provide all personnel, vehicles, equipment, tools, materials, personnel, labor, supervision, and management to perform Transient Alert Services at Davis-Monthan AFB(DMAFB), AZ. The contractor shall perform these services in accordance with the Performance Work Statement (PWS), and all other required regulatory guidance. This acquisition will be solicited as a Request for Proposal (RFP) utilizing FAR Part 15, Contracting by Negotiation. A Firm-Fixed Price contract will result from this solicitation. Award selection will be Lowest Price Technically Acceptable and performance will be for a base period and four (4) one-year option periods. This acquisition has been Set-Aside for eligible Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The North American Industry Classification System Code is 488190; and, the small business size standard is $7 million. The solicitation shall be issued on or about 22 August 2012, posted electronically on the Federal Business Opportunity website (http://www.eps.gov). No paper copies will be issued; no telephone requests will be honored and no bidder's mailing list will be maintained.
