The United States Government, through the U.S. Agency for International Development’s East Africa office, plans to award a Cost-Plus Fixed-Fee contract for the Transition Initiatives for Stabilization Plus (TIS+) program in Somalia. This initiative aims to enhance stability in Somalia by fostering good governance and community cohesion via participatory processes. The program will operate in Somalia and Kenya over five years, with an estimated budget not exceeding $70 million. It addresses the ongoing fragility of Somalia's nascent government and insurgency challenges, focusing on transitioning from immediate stabilization efforts to medium and long-term development under the framework of the New Deal and the new internationally recognized Somali government. The program’s objectives include increasing confidence in governance through equitable participation, empowering community and government representatives to engage collaboratively with private sector and development actors, enhancing Somali involvement in building a stable future, and promoting inclusive development by bridging gender gaps in stabilization and development. Proposals are open to all responsible sources and will be reviewed by the USAID/East Africa contracting office. The solicitation for this contract is expected to be released electronically by October 1, 2014, with contact information available for further inquiries.
