The Naval Air Systems Command (NAVAIR) awarded a Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement (BOA) N00019-14-G-0004 on a sole source basis with Sikorsky, A Lockheed Martin Company (Sikorsky) in Stratford, CT. The Delivery Order includes the effort required to transition MH-60R and MH-60S Intermediate and Depot (I&D) Technical Manuals (TMS) and Vendor TMs from the Contractor to the Cherry Point Fleet support Team. This action was awarded on a sole source basis under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements;" because Sikorsky is the prime designer, developer, and manufacturer for the MH-60R aircraft and is the only known source with the knowledge, experience, expertise, and technical data required for MH-60R/S I&D Technical Manuals effort in a timely and cost effective manner.
