Translation services

The U.S. Embassy in Paris is seeking certified translation services under an indefinite-delivery, indefinite-quantity (IDIQ) contract for English-French language support, with a base year and two one-year option periods, potentially extending performance to three years. Services include translating real estate leases, legal instruments, treaties, diplomatic correspondence, and technical documents, with fixed unit pricing per word excluding 20% VAT. All work must be performed in Paris, and contractors must maintain a physical office in France with proven past performance in the region. Translation deliverables require sworn certification from a Paris Court of Appeal or equivalent, along with ISO 9001 and ISO 17100 certifications, and must achieve no more than one customer complaint per month. Contractors must be registered in the System for Award Management (SAM) with a valid Unique Entity ID, and proposals must be submitted electronically by May 11, 2026, to ParisContracting@state.gov in PDF, DOCX, or XLSX format, with each file under 30MB. The contract will be awarded on a lowest-priced, technically acceptable basis, with no trade-offs between price and quality; all offerors must demonstrate responsibility through financial capability, experience, integrity, equipment, and compliance with laws. Key personnel and subcontractors must meet the same certification and experience requirements, with a minimum three-year working relationship required. Security provisions prohibit contractor personnel from using Department of State branding or implying federal affiliation, and the Office of the Inspector General retains full audit access. Invoicing is submitted via email to ParisFMCDBO1@state.gov, with payments governed by the Prompt Payment Act and subject to funding availability through September 30 unless confirmed in writing. The overall contract value is capped at 90,000 euros, with a minimum order of 100 euros, and all foreign currency offers must be converted using the U.S. Embassy’s official exchange rate. Contractors must also disclose any AI tools used, including handling of personal data, governance, and human oversight mechanisms, and comply fully with local French laws and DOSAR regulations.
