Program Evaluation Services for the Local Community Benefits Fund
Solicitation # 2026-040
Solicitation 2026-040, issued by the Community Investments Office of the Air District, seeks a contractor to provide program evaluation services for 28 Round 1 grantees of the Local Community Benefits Fund. The project is designed to support the Air District's mission of improving air quality, reducing environmental inequities, and mitigating climate change across nine Bay Area counties. The contract has an established budget of 1,500,000 dollars and an anticipated duration of up to six years. The work is divided into two primary phases: Phase A, focusing on indicator tracking technical assistance for early grant implementation, and Phase B, which covers output tracking, analysis, and periodic program evaluation, culminating in a final synthesis of findings during years five and six. Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.

The SCIRB wishes to stimulate the growth of SCI research and to accelerate the pace with which basic (preclinical) findings are translated into clinical benefits for spinal cord-injured persons. In addition, SCIRB wishes to fill fundamental gaps in knowledge that are barriers to scientific advances in SCI research.  This Request for Applications (RFA) offers researchers the opportunity to advance well-proven hypotheses and early translational research findings into mid/late-stage translational and/or pre-clinical research that has a clear and feasible translational path to clinical application.  The RFA also offers the opportunity to validate and optimize or iteratively refine devices, tools and technologies to treat or cure SCI paralysis in ways that significantly improve current capabilities.  Projects will be supported by State funds.  Approximately $8 million will be available under this RFA to support up to two (2) awards. The amount of funds awarded will be contingent upon the quality of applications submitted. The contract term will be up to five years.  Annual direct costs are capped at $1,000,000.  Additionally, funds will be available to support Facilities and Administrative (F&A) costs up to 20 percent of modified total direct costs. It is expected that the size of each award will vary depending on the stage of development toward clinical application.   While not required, applicant and sub-applicant organizations are encouraged to contribute additional cash (in-kind funds) to support the project (see RFA Attachment 1 for further details).  Please see RFA for further info.
