AI Contract Overview
This contract, issued under solicitation SPE7L5-26-T-4657 by the Defense Logistics Agency Land and Maritime, seeks three units of a hydraulic vehicular transmission identified by NSN 2520-01-502-8809 and part number 3465399 from Oshkosh Defense, LLC. Delivery is required within 49 days of award with a firm delivery date of September 29, 2026, and must be shipped FOB Origin to the designated receive point at the DLA Distribution New Cumberland Facility in Pennsylvania. Packaging and preservation must strictly adhere to MIL-STD-2073-1E and DLA RP001 requirements, with each item individually packaged, bare metal surfaces protected using preservative code 89 to prevent corrosion, and all moving parts adequately lubricated. Use of Class I ozone-depleting chemicals is strictly prohibited, and any substitute chemicals require prior approval unless expressly authorized by the specification. Marking and labeling must comply with MIL-STD-129, including the special marking code ZZ indicating "Arrow Up," "Open This Side," and "Mechanical Handling Required." The system must be shipped with appropriate blocking, bracing, and cushioning materials to ensure structural integrity during transit, and all containers must be immobilized to prevent movement. Technical data is restricted under an Oshkosh Defense, LLC license agreement requiring non-disclosure and mandatory destruction of proprietary information, and vendors must complete and submit required forms via the DLA TDMT portal. The contract includes numerous FAR and DFARS clauses governing safety, cybersecurity, export control, whistleblower protections, electronic invoicing via WAWF, and compliance with the Supplier Performance Risk System. Invoicing must be submitted electronically with approved document types, and all offers must be submitted through the DIBBS portal by the August 10, 2026 deadline. The contract type remains undefined pending award, but the evaluation basis is not specified, suggesting potential LPTA or trade-off methodology. Contractor representations including UEI, CAGE code, small business status, and compliance with trafficking and employment eligibility rules are mandatory, and the contract is subject to compliance with NIST SP 800-171 for safeguarding controlled unclassified information.
