Transportation Management System (TMS) Maintenance and Support Services

The Missouri Department of Transportation is seeking a vendor to provide comprehensive maintenance and support services for its Transportation Management System (TMS), including critical components such as the Travelways System and the Roadway Striping Program. The contract, issued under solicitation STATE 0000000391SL, is a firm fixed-price agreement with an original performance period of three years, during which the contractor must deliver up to 17,000 hours of maintenance and support services annually, encompassing problem diagnosis, resolution, repair, and ongoing system maintenance. Additional programming services for customization and new functionality are available through a controlled Statement of Work process, priced at a specified hourly rate. The contract includes two optional one-year renewal periods, with pricing for those periods not to exceed the original contract rates unless otherwise specified. Evaluation is merit-based, assigning 110 points to technical proposal quality, 80 points to cost (75 for maintenance support and 5 for SOW programming), and 40 points to experience and past performance. Bonus points are available for organizations affiliated with the Organization for the Blind or Sheltered Workshops and for Missouri-based service-disabled veteran-owned businesses. Invoices must be submitted monthly with detailed hours, rates, and purchase order numbers to the Missouri Department of Transportation’s financial office, and all payments will be processed via electronic funds transfer after vendor registration in MissouriBUYS.
