H-GAC is seeking Statements of Qualifications from firms interested in developing a detailed, actionable plan to guide the development and long‑term success of a Transportation Project Delivery team responsible for delivering federally funded transportation projects.To achieve this purpose, the Consultant will evaluate the MPO’s existing project delivery framework by assessing current capabilities, organizational structure, team roles, and operational gaps; define the appropriate scope of delivery involvement through stakeholder engagement and peer analysis; and develop recommendations for structuring, resourcing, and integrating the team into MPO operations. This effort will also establish standardized budgets for project delivery services; define processes for project selection, initiation, and procurement for the delivery program; and develop consistent procedures to execute and close out (pre-construction) projects in compliance with all applicable Federal and State requirements.
