This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.


The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Facilities and Asset Management, Ramey Unit, intends to award a Purchase Order (PO) for the procurement of Trash/Waste Removal services. It is required that all offerors submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements. All offerors submitting a quote shall be required to meet the requirements found in the Solicitation and SOW.


Solicitation number 70B03C26R00000095 is issued as a request for quote (RFQ) for Trash/Waste Removal at Fajardo Marine Unit in Ceiba, Puerto Rico. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 562111 with a small business size standard of $41.5 million.


This acquisition shall be 100% set aside for small business. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


All qualified, responsible sources may submit an offer that will be considered by the agency. Offerors are advised that they are responsible for obtaining any amendments that maybe issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the best value after tradeoffs, where technical capability and past performance, when combined, are more important than price. The place of performance shall be the offeror’s facility located at: Fajardo Marine Unit, 46 Pier Roosevelt Road, Ceiba, PR 00735 as set forth in the attached SOW.


One (1) 8-yard container with lid is to be provided at the location specified on the attached Site Drawing - Attachment A.  The trash/waste collected in the container shall be picked up and removed three times each week as specified on the Task Chart - Attachment B.  The container shall be placed next to the paved public road as highlighted on the Site Drawing.


Offerors shall complete and submit the SF 1449, attached QUOTE form, and attached TECHNICAL AND PAST PERFORMANCE form on or before the deadline of the RFQ, May 21 at 1:00 p.m. ET, via email only to shana.l.schreiner@cbp.dhs.gov. Any questions about the requirement shall be submitted via email only to the same email address no later than May 18, 2025 at 1:00 p.m. ET. Late questions are unlikely to be answered.


Period of performance for the PO shall be a twelve (12) month base period, plus four (4), one-year options to extend the PO at the Government’s discretion, as follows:


Base Period:    06/01/2026 – 05/31/2027


Option Year 1: 06/01/2027 – 05/31/2028


Option Year 2: 06/01/2028 – 05/31/2029


Option Year 3: 06/01/2029 – 05/31/2030


Option Year 4: 06/01/2030 – 05/31/2031



Quotes will be evaluated based on total pricing for a Base Period plus four (4) option years. However, the Government reserves the right to shorten the number of awarded option years if necessary, due to operational constraints.
