Treated Water interonnection Agreement between The City of Poway and the City of San Diego

The City of San Diego and the City of Poway have entered into an interagency agreement to establish two emergency potable water interconnections to enhance the resilience of Poway’s drinking water system, as required by a settlement with the California State Water Resources Control Board and the Division of Drinking Water. These connections are strictly for use during emergencies and will allow water to flow from San Diego’s system to Poway’s, with no provision for routine transfers. Funding for the project is derived from municipal budgets, and no formal contract value or line-item pricing is specified, as the agreement is not procured through competitive bidding but rather through direct interagency cooperation. Technical oversight is managed by the City of San Diego Public Utilities Department, with Laila Nasrawi and Tiffany Smith serving as primary points of contact. The agreement lacks federal acquisition regulation clauses, small business set-asides, or formal cost estimates, and all submissions related to environmental compliance were filed physically with the San Diego County Clerk’s Office by the May 30, 2025 deadline.
