This effort supports the Comprehensive Everglades Restoration Plan and aims to evaluate ecosystem responses to hydrological changes, sea-level rise, and restoration activities. The base period of performance is 12 months with an expected funding level of $200,000, and up to two additional 12-month follow-on periods may be exercised depending on funding availability. Only organizations that are members of the Gulf Coast or South Florida-Caribbean Cooperative Ecosystem Studies Units regions are eligible to respond. Respondents are not required to submit full proposals or budgets at this stage; instead, a concise Statement of Interest, no longer than three pages, must be submitted via email by 1:00 PM CDT on May 28, 2026, to the designated points of contact. The solicitation number is W9126G262SOI9343, and the NAICS code is 541620 for environmental consulting services. Selection will be based on a best-value trade-off considering technical merit, demonstrated capability to meet program objectives, and alignment with USACE mission goals, with no reliance on price as the primary factor. Key requirements include having a principal investigator with a PhD in biology, ecology, or environmental science and direct experience monitoring wildlife in the Everglades, as well as maintaining an active NIST SP 800-171 cybersecurity assessment completed within the last three years. Offerors must provide their CAGE code, Unique Entity ID, and CESU region affiliation, and if selected, will be required to comply with the 17.5% CESU indirect cost rate and submit quarterly progress reports, annual reports, and final deliverables in specified formats—Word documents for reporting and Excel or CSV for data. All deliverables must be submitted electronically to the designated USACE email, and permits for field work must be obtained by the recipient and submitted to the USACE RECOVER Technical Point of Contact. The project will involve fieldwork in key Everglades locations including Water Conservation Area 3 and areas near West Palm Beach, Davie, and Homestead, and will be overseen jointly by the Fort Worth and Jacksonville Districts.
