General Plan Text Amendment No. PA-2600209The County of San Joaquin is advancing General Plan Text Amendment No. PA-2600209 to update its 2023-2031 Housing Element, a state-mandated component of the General Plan that outlines strategies to address current and future housing demands. This amendment primarily responds to the incorporation of the City of Mountain House as a distinct jurisdiction, necessitating a reallocation of the Regional Housing Needs Allocation (RHNA). As a result, the County’s RHNA is reduced from 8,808 to 5,113 housing units, reflecting the shift in responsibility for meeting housing needs to the newly incorporated city. The update ensures alignment with state requirements by identifying suitable land for development, establishing actionable policies, and implementing programs to support housing affordability and availability across the region. The amendment process is publicly accessible through the California Environmental Quality Act portal, with the proposal posted on July 3, 2026, under the agency name San Joaquin County in California. Megan Aguirre, Principal Planner, serves as the primary point of contact for inquiries, reachable via email or phone. Although the solicitation number, North American Industry Classification System code, and set-aside details are not specified, the amendment represents a critical step in regional housing planning, ensuring compliance with state housing laws and coordinating responsibilities between the county and its newly incorporated municipalities. The focus remains on equitable housing distribution, land use planning, and accountability in meeting the evolving needs of the community.

Community Development Block Grant – Disaster Recovery (CDBG-DR) staff augmentation and project and grant administrationThe City of Barre, Vermont is seeking qualified contractors to provide staff augmentation and comprehensive project and grant administration services for its Community Development Block Grant – Disaster Recovery programs. The selected vendor will support critical aspects of federal compliance including Davis-Bacon wage requirements, Build America Buy America provisions, and other regulatory obligations tied to the city’s awarded grants. Responsibilities will encompass compliance reporting, contract management, environmental oversight, infrastructure and public facility planning, housing development support, and ensuring alignment with all terms of executed grant agreements. The scope of work centers on two specific projects: the Prospect Heights Housing Development Project valued at $5,434,242, which also receives funding from the Northern Border Regional Commission and a Vermont state capital appropriation, and the Harrington Avenue Debris Rack Redesign project at $856,428. The contractor must possess demonstrated expertise in CDBG-DR grant administration and the ability to manage multi-source federal funding streams with precision and accountability. All work will be performed in Barre, Vermont, and primary point of contact for inquiries is the Project Director at ppadirector@barrecity.org or 476-0245. Low-Rise Ordinance and Senate Bill (SB) 79 Phased Implementation OrdinanceThe City of Los Angeles has implemented two complementary ordinances to fulfill its obligations under California Senate Bill 79 (2025), known as The Abundant and Affordable Homes Near Transit Act, which was signed into law on October 10, 2025. These ordinances collectively amend the city’s land use code to promote affordable, low-density multifamily housing within a half-mile radius of Opportunity Stations—major transit hubs including heavy rail, light rail, commuter rail, bus rapid transit, and select bus-only lane services—primarily concentrated in Central Los Angeles, West Los Angeles, Northeast Los Angeles, and the South Valley. The Low-Rise Ordinance revises the Mixed Income Incentive Program by creating a new Low-Rise Incentive Area, replacing the former Corridor Transition Incentive Area, to better reflect the desired housing outcomes and incentivize development in previously low-density zones. The SB 79 Phased Implementation Ordinance ensures compliance by temporarily pausing full enforcement of the state law across the city until local zoning can be aligned with statutory requirements, while also establishing permanent exemptions for sites within industrial employment hubs and locations more than one mile from a transit station. The entire citywide effort applies to Los Angeles’s 467-square-mile jurisdiction, encompassing diverse land uses from residential and commercial to industrial and open space. The project was adopted by the City Council on June 23, 2026, following environmental review under the Housing Element Environmental Impact Report, and operates under state legal authority outlined in Government Code Sections 65912.155 through 65912.162. Mapping procedures are codified to define exempt areas and incentive zones with precision, facilitating consistent application across all neighborhoods. Although this is a regulatory and legislative initiative rather than a procurement contract, it is administratively identified under NAICS code 925120, which classifies it under governmental land use planning and zoning functions, and was formally filed as a forecast with the public portal on July 2, 2026. The Department of City Planning is the lead agency, with Theadora Trindle, City Planner, serving as the point of contact for inquiries. No monetary contract value, deliverables, or performance timelines were established because the initiative involves the adoption of local ordinances and implementation of state housing mandates rather than the acquisition of goods or services through competitive bidding.

General Plan and Development Title Text Amendment No. PA-2600004San Joaquin County is seeking to amend its General Plan and Development Title Text to permit parcels smaller than two acres to be redesignated to the Warehouse Industrial land use designation and zoning, provided all County standards are satisfied. This change allows for greater flexibility in land use planning by removing the previous minimum size requirement, enabling smaller parcels to be considered for industrial development if they meet engineering, environmental, and community development criteria. Variations from standard requirements may be considered, but only with explicit approval from the Environmental Health Department, Department of Public Works, and Community Development Department, ensuring public safety and infrastructure capacity are maintained. The amendment is being reviewed in tandem with two other applications for a specific 1.01-acre parcel located at 5440 E. Harney Lane in Lodi, which is proposed to shift from General Agriculture to Warehouse Industrial use and to authorize a traffic control business on the site. The application is formally titled General Plan and Development Title Text Amendment No. PA-2600004 and is being managed by the County’s planning division, with Megan Aguirre, Principal Planner, serving as the primary point of contact. The proposal reflects an effort to modernize land use regulations to better align with current economic and operational needs while preserving regulatory oversight.
