The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) intends to acquire on a Sole Source basis to HLCM Group, located at 111 Industrial Minillas Carr. 174 Suite 6, Bayamón, PR 00959-1910, for Trimble one Virtual Reference Station (VRS) surveying unit in support of Puerto Rico and the U.S. Virgin Islands.



US Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), has a need to purchase one Virtual Reference Station (VRS) surveying unit to support land surveying activities essential to EQIP, EWP, and other Farm Bill program implementation across U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Natural Resources Conservation Service (NRCS) Puerto Rico and the U.S. Virgin Islands.  No other authorized contractors are available to provide the equipment and services needed.



The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES.  Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency.  Capability statements must be received by 12:00pm ET, July 18, 2026, and shall include documentation on the ability to satisfy the Government’s requirements.
