The contract modification extends the period of performance and increases the ceiling for Task Order 6 under the Transforming Rwanda Medical Supply Chain IDIQ contract, awarded to Rwanda Medical Supply Ltd. to ensure uninterrupted delivery of life-saving HIV, malaria, and maternal health commodities as the U.S. government transitions supply chain responsibilities from international contractors to a locally led entity. This sole-source action, justified under FAR 6.103-1 due to the absence of any other responsible source capable of maintaining critical supply chain continuity, supports the U.S. Department of State’s broader objective of advancing local ownership and self-reliance in health systems in alignment with PEPFAR’s 70% local partner funding goal. The modification applies to a firm-fixed-price task order with a modified ceiling ranging between $2.2 million and the full IDIQ ceiling of $89 million, covering procurement, importation, warehousing, and nationwide distribution of health commodities primarily in Kigali, Rwanda, with reporting obligations including monthly stock status, quarterly performance, and semi-annual inventory updates. The contractor, a Government of Rwanda commercial parastatal, is the only entity with the established infrastructure, institutional capacity, and proven track record to fulfill the requirement without disruption, having successfully delivered under prior task orders and implemented USAID-developed procurement manuals and financial strategies. Performance is monitored under strict quality and accountability standards aligned with U.S. government requirements, though no specific packaging, inspection, or invoicing protocols are detailed. Administrative approvals were completed between April 2 and April 10, 2026, with the Department of State’s Acquisition Management office in Washington, DC, serving as the contracting activity and Elton Fortson as the contracting officer. The extension runs from July 27, 2026, through September 30, 2026, to bridge the gap during the program’s transition to new mechanisms and final closeout, with no options or competing bids considered due to the high-risk nature of supply chain interruption in a critical public health context. Funding is drawn from PEPFAR resources allocated for the 2020–2023 cycle, and no socioeconomic, size, or offeror certifications are included as the award is based solely on unique capability and national interest.
