Truck Route Plan Update

The City of Perris is undertaking a Truck Route Plan Update to ensure compliance with Assembly Bill 98 and Government Code Section 65302.02. This project involves General Plan Amendment 25-00002 to the Circulation Element and Zone Code Text Amendment 25-00006 to Title 10 of the Perris Municipal Code. The primary objective is to modify the city's truck route network by adding one new route on Case Road and removing three existing segments: San Jacinto Avenue between I-215 and Dunlap Drive, and two segments of Ellis Avenue, specifically from McPherson Road to Goetz Road and between the Ellis realignment overpass and Sherman Road. To meet California Environmental Quality Act (CEQA) requirements, the city has developed a comprehensive environmental review process, including an Initial Study and a Recirculated Draft Environmental Impact Report. These documents incorporate a transportation analysis, a diesel health risk assessment for sensitive receptors near Mapes and Trumble Roads, and noise level calculations using the FHWA Highway Noise Reduction Model. The project also includes mandatory tribal consultations under AB 52 and SB 18 to protect cultural resources. Public review periods for the environmental documentation were scheduled between September 11, 2026, and October 26, 2026, with the project managed by the City of Perris Planning Division.
