Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the Department of Parks & Recreation (“Parks”) intends to enter into a sole source agreement with the Trust for Public Land (“TPL”) to fund or reimburse the purchase of a Conservation Easement (“Easement”) from the Boy Scouts of America (“BSA”) over a portion of land on Staten Island known as Pouch Camp.
The City of New York is seeking to prevent the development of the land, enable public access to the land, and preserve open space.
