The information sought herein is for planning purposes only and shall not be construed as a request for quotation (RFQ), request for proposal (RFP), or invitation for bid (IFB), or as an obligation for commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to this sources sought announcement. The Government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a full requirement arise, the full requirement will be detailed in the solicitation, if issued. Results of this preliminary market research will lead to a Joint Working Group meeting with industry. No decisions have been made at this time as to the type of procurement, i.e., full and open competition versus small business set-aside, nor quantities or award date. The PEO, Combat Support and Combat Service Support; Product Director (PD), Test, Measurement and Diagnostic Equipment (TMDE); Test Equipment Modernization (TEMOD) program at Redstone Arsenal, Alabama is responsible for the acquisition is responsible for the acquisition and fielding of state-of-the-art, commercial/non-developmental General Purpose Electronic Test Equipment (GPETE). New equipment is used to standardize the inventory and replace existing obsolete test equipment. Preliminary market research is being conducted for a TS-4549/T Radio Test Set project to verify if industry has, or intends to have in the near future, a Radio Test Set that is commercial off-the-shelf and is capable of automatically testing Army radios and has the capability of performing as a single instrument for the following devices: digital multimeter, dual channel digital oscilloscope, radio frequency generator with dual output ports, radio frequency measuring receiver, radio frequency power meter, radio frequency spectrum analyzer, two audio frequency generators, distortion meter, SINAD meter, digital data generator and pattern generator, and a bit error rate meter. Attached is the Specification Questionnaire for the Radio Test Set, and the Independent Evaluation Plan Questionnaire for the Test Set, Radio: TS-4549/T(). Interested vendors should send these completed documents by E-mail only to pamela.j.gaines.civ@mail.mil no later than 3 p.m. (CST) 29 January 2016.
