AI Contract Overview

The Maritime Administration, an agency of the Department of Transportation, issued solicitation DTMA9417Q00015 for the inspection and repair of lifeboats aboard the TS Golden Bear. This procurement specifically covers the annual inspections of six lifeboats and the engine renewal for two lifeboats. The project is classified under NAICS code 336611 and was managed by the office located in Washington, DC. The government pursued this requirement as a sole-source procurement under the authority of FAR 6.302-1, identifying Harding Safety USA as the only responsible source. This determination was based on the fact that Harding Safety USA is the original equipment manufacturer and holds proprietary rights to the necessary designs and parts. While the government solicited interest and capabilities from other parties by December 8, 2016, the final action was processed as an award notice following the justification of the sole-source requirement.

A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on technical feasibility and economic achievability through fluid dynamic modeling rather than direct measurement. Total available funding is up to 1.25 million dollars, with individual cooperative agreements intended to range between 150,000 and 450,000 dollars for projects lasting 12 to 18 months. Eligible applicants include domestic entities, with a preference for U.S.-based companies or those operating under the U.S. flag. The program is open to various commercially useful vessel designs, though it specifically excludes small watercraft, recreational vessels, fisheries vessels, and passenger catamarans used for whale-watching. Ideal design teams should adopt a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. Proposals are limited to 20 pages and must include a detailed design integration plan, modeling methodologies, a justifiable budget, and a comprehensive return on investment analysis. Final deliverables consist of a preliminary vessel design and a report on lessons learned, while sensitive proprietary design data will remain confidential.
