The TSA is planning a comprehensive procurement to replace approximately 76,000 desktop and laptop computers over a five-year period. The new computer units must comply with Energy Star and EPEAT standards, ensuring energy efficiency and environmental sustainability. Initially, there was consideration of small business set-asides, including for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), but this was canceled following SBA regulations. Consequently, the procurement will proceed as a full and open competition, with no restrictions on the acquisition approach at this stage. TSA does not consider this notice as a solicitation or a commitment to contract but anticipates issuing a formal Request for Proposal around December 23, 2010, under the updated solicitation number HSTS03-11-R-CIO314. The contract is managed by the Department of Homeland Security's Contracting and Procurement Office, based in Springfield, VA, with the place of performance in Arlington, VA. Key contacts for this procurement include Bethany K. Petrofsky and Contract Specialist Karla M. Rothenberg, both reachable via provided phone numbers and emails. The procurement falls under the NAICS code 334111, which pertains to electronic computer manufacturing. Interested parties can view further details and updates through the official government contracting portal at SAM.gov.

SCOPE: The TSA seeks to acquire and replace approximately 76,000 computers over a 5 year ordering period with Energy Star and EPEAT compliant desktop and laptop units. SET ASIDE STATUS: As stated in the Request for Information (RFI) HSTS03-10-R-CIO253 of 10/22/2010, TSA reserved the right to use all information from responses to the RFI to determine if any small business set-asides might be applicable to any resulting solicitation. Based on the Small Business Administration's regulations regarding the non-manufacturing rule, TSA is hereby cancelling the SDVOSB set-aside that was announced on December 9, 2010. This special notice seeks only to communicate TSA's intent to conduct its Desktop Procurement now as a full and open competition. Notice of this requirement shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. The TSA is not seeking or accepting unsolicited proposals. TSA anticipates issuing an RFP on or around December 23, 2010. Note: The Solicitation Number for this procurement has changed to HSTS03-11-R-CIO314.
