TSAT SE&I Period of Performance Extension

The Space and Missile Systems Center (SMC) MILSATCOM Systems Wing (MCSW), Transformational Satellite Communication System (TSAT) Program Office, Network Integration Group, intends to extend the period of performance of the current TSAT System Engineering and Integration (SE&I) contract by 12 months via modification to delivery order F04701-04-F-7044; it was awarded as a Time and Material type contract on a General Services Administration (GSA) schedule. The current period of performance will be extended to cover the period from 1 October 2008 to 30 September 2009. The modification will be issued to Booz Allen Hamilton Inc, 8283 Greensboro Drive, McLean VA 22102. Classification code 22, identified at http://www.fedbizopps.gov/, applies. The TSAT SE&I functions that are currently on contract span end-to-end systems analysis and simulation, architecture refinement, requirements development and allocation, risk management and vulnerability assessments, interface management, system integration and test planning, as well as operations and sustainment planning. Due to the uncertainty of DoD impacts on the TSAT program, the current SE&I source selection schedule was delayed until the requirements for future SE&I work can be fully aligned to program direction. This sole source extension is required to ensure there is not an unacceptable lapse in SE&I support. All responsible sources may submit a statement of capabilities (SOC) which will be considered. Responses from qualified small and small disadvantaged small businesses are encouraged. Oral communications are not acceptable. Interested Contractors must submit an unclassified Statement of Capability (SOC) by 5:00 pm (Pacific) on 7 May 2008 demonstrating SE&I experience and knowledge of TSAT SE&I. The SOC must include the following information: 1) Company name, mailing address, points of contact and telephone numbers; 2) Business size classification (large, small, or other); 3) Experience; and 4) Ability to satisfy the government's performance and schedule requirements described above. Proprietary information must be expressly identified in the SOC. Any information submitted in response to this synopsis is strictly voluntary. The SOC shall not exceed 20 one-sided pages in length. All responses must conform to 8.5 by 11.0 inch pages, with font no smaller than 12 point. This notice is for information purposes only; it does not constitute an RFP.
