This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order 0018 under Basic Ordering Agreement (BOA) N00164-11-G-JQ97 with Lockheed Martin Corporation, FL for Engineering Services to redesign and transition the Target Sight System (TSS) baseline gimbal in support of an Engineering Change Proposal (ECP). The maximum order value of BOA N00164-11-G-JQ97 will remain unchanged. The required services will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Lockheed Martin Missiles & Fire Control, the Original Equipment Manufacturer (OEM) of the TSS, was advised by Wescam (manufacturer of the TSS gimbal) that, due to processor obsolescence it had become necessary to transition to a digital gimbal, or to redesign the internal circuit cards. The anticipated delivery order will define the Government's requirement for Non-Recurring Engineering (NRE) which is necessary for transitioning and redesigning the gimbal into TSS production. As the sole designer, developer and manufacturer of the TSS, Lockheed Martin, is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact Lockheed Martin directly. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted. The POC at NSWC Crane is Ms. Candy Owen, Code CXPL at telephone +1 (555) 000-0000, Fax +1 (555) 000-0000 or e-mail: contact@example.gov.
