Tarleton State University is soliciting bids to establish a multi-vendor pool for portable toilet services to support university operations and sanctioned events across all Texas locations, including athletic events, campus functions, weekends, holidays, and emergency needs. The contract will have a one-year initial term with an option to renew for up to four additional years, and the university intends to award agreements to multiple vendors to supplement its current service pool without guaranteeing minimum usage or volume. Vendors must submit pricing on a per-unit, per-day basis, inclusive of all services from delivery and pickup to standard weekly servicing, including waste removal, sanitization, supply replenishment, deodorization, and inspection for damage. Pricing must also include discounts for longer-term rentals and volume tiers such as 10 or 20 units, with no annual price increases permitted beyond three percent without written justification and prior written approval from Tarleton. All units must arrive clean, fully operational, stocked with two new rolls of toilet paper, and in good repair, with VIP restroom trailers requiring three individual stalls with flushing toilets, hot/cold running water, soap and paper towel dispensers, proper lighting, non-slip flooring, handrails, and occupied/vacant indicators. Services must comply with current ADA requirements, and handwashing stations must include water refills, soap, paper towels, and wastewater removal. Servicing is required at least every 48 hours during active use, with additional servicing triggered by event size or university request. A designated Tarleton employee will inspect units before each event and mark any unsatisfactory units for immediate replacement. The prime vendor retains full responsibility for contract performance and insurance compliance, though subcontractors may be used if identified in the bid and their insurance meets standards. Tarleton reserves the right to immediate cancellation for non-performance or unacceptable service, including failure to deliver or maintain units.
