Fast pay is not applicable, and offerors are strongly encouraged to provide quantity ranges in their quotes to accommodate fluctuating demand without triggering administrative delays, though this does not apply to Auto IDC. All submissions must comply with strict domestic sourcing requirements including the Berry Amendment, Buy American Act, and associated DFARS clauses, with a reduced threshold of $150,000; non-domestic materials require explicit disclosure.
