The contract pertains to the procurement of a metal tube assembly identified by NSN 4710011144094 and referenced under technical documentation TDP Rev A Gen 1 tied to drawing number 80064 2585706, with a solicitation number SPE7M4-26-U-0409 issued by the Defense Logistics Agency’s Fluid Handling Division. This is a Small Business Total Set-Aside under FAR 19.5 with a maximum estimated contract value of $350,000, though the quoted quantity of six units is explicitly noted as an estimate that may not be purchased. Performance is governed as an indefinite-delivery contract under simplified acquisition procedures, with delivery required FOB Origin within 122 days of order placement and no variance allowed in quantity. All items must conform strictly to the DLA Master List of Technical and Quality Requirements, which supersedes all other standards including ASTM D3951 for packaging and MIL-STD-129 for marking, labeling, and barcoding. Packaging and palletization must adhere to RP001, and sampling inspections must follow MIL-STD-1916 or ASQ H1331 with zero non-conformances required unless otherwise specified. Critical items are subject to verification level VII and an AQL of 0.1, while all attributes are to be treated as major unless explicitly classified otherwise. The contract prohibits the use or incorporation of any Class I ozone-depleting chemicals, overriding but not relaxing existing product performance specifications, and requires approval for any substitute chemicals not explicitly authorized. Compliance with the Hazard Communication Standard and submission of Safety Data Sheets are mandatory for hazardous materials, with labeling adhering to MIL-STD-129 and federal guidelines. Cybersecurity obligations under 252.204-7012 and safeguarding of covered defense information are enforced, along with requirements to notify the Contracting Officer of any radioactive materials exceeding 0.002 microcuries per gram. Contractors must affirm their small business status, comply with whistleblower rights notifications, employment eligibility verification, and prohibitions against trafficking in persons, all governed by deviation 2026-00038 to multiple FAR clauses. Payment must be processed through Wide Area WorkFlow, and all administrative, financial, and logistics data such as DoDAAC codes, TAS, and ACRN will be defined in the resulting award
