AI Contract Overview
The contract is for the procurement of six metal tube assemblies with NSN 4710-00-602-4976 under solicitation SPE7M4-26-T-230J, issued by the Department of Defense’s Fluid Handling Division. Delivery is due within 224 days of the solicitation issue date, with a required delivery date of February 26, 2027, and the product must be shipped FOB origin to the DDSD New Cumberland facility in Pennsylvania. Inspection and acceptance are to occur at the manufacturer’s origin under RQ009, and compliance with MIL-STD-1916 or an equivalent zero-based sampling plan is required, with zero non-conformances mandated in sample lots unless otherwise specified. Critical, major, and minor attributes must adhere to AQL levels of 0.1, 1.0, and 4.0 respectively, and the contractor must follow the DLA Master List of Technical and Quality Requirements as the governing standard, superseding referenced ASTM and SAE specifications where conflicts arise. Packaging must comply with ASTM D3951 and MIL-STD-129 for marking, labeling, and barcoding, and ozone-depleting Class I chemicals are strictly prohibited regardless of any conflicting specification. The contract includes stringent cybersecurity and export control requirements: CMMC Level 2 certification is mandatory, and the contractor must implement the safeguarding measures outlined in DFARS 252.204-7012 and NIST SP 800-171. Technical data associated with the product is subject to ITAR or EAR export controls, requiring prior government authorization for any disclosure to foreign persons and limiting access to contractors with approved JCP certification, completed DLA training, and formal authorization. All hazardous materials must be documented with compliant Safety Data Sheets per Federal Standard No. 313 and labeled under OSHA’s Hazard Communication Standard, while ocean shipments must use U.S.-flag vessels unless a waiver is obtained. The contract utilizes FAR and DFARS clauses for payment, subcontracting, cybersecurity, whistleblower protection, and trafficking in persons compliance, all under deviation versions effective February 2026. Payment processing is exclusively through WAWF, and offerors must be registered in SAM with valid UEI and CAGE codes, with socioeconomic representations required for small business eligibility. The solicitation requires full and open competition, with proposals submitted electronically via DIBBS by
