The National Aeronautics and Space Administration Marshall Space Flight Center has issued a Request for Information under solicitation number 80MSFC-Pegasus-2026 to conduct market research for the support and maintenance of the NASA Barge Pegasus. Pursuant to Executive Order 14271, NASA is seeking to identify capable commercial or non-commercial domestic contractors to provide tugboat services for transporting cargo along inland US waterways and ocean routes between the Michoud Assembly Facility, Marshall Space Flight Center, Stennis Space Center, and Kennedy Space Flight Center. Interested respondents must demonstrate technical capabilities in marine towing and engineering, ensuring all work complies with ABS, USCG, MARPOL, and SOLAS standards. Key requirements include the delivery of technical assessment reports, digital maintenance logs, and ABS compliance certifications, as well as the assessment of software-based systems for cybersecurity protections. Responses are limited to 15 pages and must include a company overview, operational plan, and a rough order of magnitude cost estimate. Submissions are due by October 30, 2026, via email to Steven Shaw and Arlan Cochran. This notice is a Request for Information (RFI) only. This RFI is issued by the National Aeronautics and Space Administration (NASA) for information and planning purposes, pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Participants are advised that the Government will not pay for any information or administrative costs that result from responding to this RFI; all costs associated with responding to this RFI will be at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

Pursuant to Executive Order (EO) 14271, Ensuring Commercial Cost-Effective Solutions in Federal Contracts, the Chief Procurement Officer is committed to purchasing commercial items and performing robust market research to identify commercial products and services that meet the Government’s needs. To satisfy the requirements of EO 14271, this RFI seeks to determine whether a commercial solution is available as part of this requirement, or whether the required services must be provided non-commercially. Highly capable commercial and non-commercial domestic contractors with substantial facilities that possess the near-term capacity and capability are encouraged to respond. Information is sought regarding the following services: 1) Tug Services and Support Labor, 2) Technical support for day-to-day maintenance of the NASA Barge Pegasus, 3) Technical assessment and 4) Shipyard maintenance. Interested respondents may provide information on any or all parts of this RFI; the Government is not limiting this market research to entities who possess the capacity and capability to accomplish all parts of this work. Interested respondents may also highlight any partnering arrangements, for example a shipyard with technical capabilities that has an existing partnership with marine towing companies.

SLED
Amendment to Port of Long Beach Tariff No. 4, Item 848The Port of Long Beach is implementing an amendment to Tariff No. 4, Item 848, regarding Vessel Traffic Service (VTS) user fees. The VTS provides 24-hour vessel monitoring and navigational information within a 25-nautical mile arc from Point Fermin, including outside anchorages. This action establishes a phased fee structure starting October 1, 2026, featuring annual 4.0% rate increases for Tariff Items 848(a) and 848(b) over a three-year period ending October 1, 2028. Additionally, a one-time 4.0% rate increase will be applied to Tariff Item 848(c) subsections 1 through 5 effective October 1, 2026, and a new rate category will be introduced for vessels with a Length Over All (LOA) of 360 meters. All adjusted rates will be rounded to the nearest dollar. This regulatory action is classified as a forecast and is governed by statutory exemptions under the California Public Resources Code, specifically sections 21080(b)(8) and 15273, which allow public agencies to modify user fees to cover operating expenses. The amendment was signed and posted on August 11, 2026, by the Director of Environmental Planning. Administrative oversight is managed by the City of Long Beach Harbor Department, with primary points of contact being Jennifer Williams and Roger Wu. Because this is a tariff amendment and statutory exemption rather than a federal procurement, there are no FAR clauses, specific contract values, or competitive solicitation requirements associated with this action.
