Tulare County Zoning Ordinance Update PZC 25-005 (Agricultural Zones) and PZC 25-008 (Residential Zones)

Tulare County is implementing a countywide update to Zoning Ordinance No. 352 through Text Amendment No. PZC 25-005 for Agricultural Zones and Text Amendment No. PZC 25-008 for Residential Zones. The primary objective of this project is to modernize the zoning ordinance by removing redundant, outdated, or conflicting language to ensure the document is streamlined and consistent with the Tulare County 2030 General Plan, the 2023-2031 Housing Element, and other applicable laws and policies. The project is being managed by the Tulare County Resource Management Agency, with Gary Mills serving as the Chief Planner. As part of the regulatory process, a Draft Environmental Impact Report was issued in September 2026 to evaluate potential environmental effects and ensure compliance with the California Environmental Quality Act. This analysis includes considerations for agricultural conservation easements, housing element compliance, and the protection of tribal cultural resources. The process includes a public review period and a future public hearing before the Board of Supervisors to finalize the zone changes.
