Deionization System with Recirculation and Monitoring SkidUT-Battelle, LLC, acting as the Management & Operations contractor for the Oak Ridge National Laboratory under DOE Contract No. DE-AC05-00OR22725, is soliciting proposals for a Deionization System with Recirculation and Monitoring Skid to be installed in Building 7920 in support of a Department of Energy-funded project. The solicitation, numbered RFP-PR478778, is a fixed-price contract with a response deadline of July 21, 2026, and places of performance at Oak Ridge, Tennessee. The scope requires the Seller to deliver a system that meets technical specifications outlined in multiple attachments, including flow meter and housing data sheets, and to comply with stringent performance, safety, and data rights requirements. All deliverables must be transported to the DOE facility by U.S. citizens, and personnel requiring physical access to ORNL must undergo background checks per DOE Order 472.2, including fingerprinting and drug screening, with security clearances mandatory for access to classified information or special nuclear material. The system must also comply with IPv6 networking standards and incorporate hazard controls as defined in the Activity Hazard Analysis. The contract mandates full compliance with federal regulations and supplemental terms, including FAR clauses for unenforceable obligations, service contract reporting, and price adjustments for defective cost or pricing data given the estimated value exceeds $2.5 million. The Seller is required to maintain commercial general liability, professional liability, and cyber liability insurance of at least $2 million each, and must indemnify UT-Battelle against claims arising from performance. Export control, False Claims Act, and Foreign Corrupt Practices Act adherence are strictly enforced, and products must not be falsely labeled as American-made. Payment terms specify net 30 days via electronic funds transfer after delivery or completion of work, with invoices submitted through the Ariba Network or via email. Technical data rights, limited rights in software, and proposal data rights are explicitly defined in Attachments F and G, ensuring the Government retains broad usage rights. Inspection rights are reserved by both the Company and DOE at any time during manufacturing or performance, and any non-conforming items must be corrected at no additional cost, with full disclosure of prior rejections required before resubmission. All work must conform to ES&H standards, and failure to comply may result in termination for default or convenience.
