The Tulsa District of the U.S. Army Corps of Engineers is conducting market research in preparation for a multi-year, multi-billion dollar military construction program associated with the relocation of the Army Air Defense Artillery School and Brigade to Fort Sill, Oklahoma, as part of the Base Realignment and Closure process. This extensive construction effort will include building new brigade, battalion, and company headquarters, classrooms, instructional and simulator facilities, maintenance and storage areas, dining facilities, and housing for trainees and unaccompanied enlisted personnel. In addition, various existing center-level activity buildings will be renovated, and key supporting infrastructure such as electrical services, storm drainage, sewage systems, roads, parking, security fencing, lighting, fire protection, and site improvements will be implemented. Integration with energy monitoring and control systems and adherence to antiterrorism and accessibility standards are essential components of the project. The primary goals for the program focus on minimizing costs, dramatically reducing project lead times and construction durations to achieve early beneficial occupancy, and implementing improved construction processes, specifications, and maintenance strategies. The Corps seeks input from contractors, industry groups, and associations—both large and small businesses—on the most effective project phasing, contract types including incentive structures, opportunities for small business participation, and methods to capitalize on economies of scale, standardization, and local execution efficiencies. This information will inform procurement strategies and enhance the design-build process to meet the Army’s transformation objectives. Interested parties are encouraged to complete a provided questionnaire by April 26, 2006, to contribute valuable insights for this significant military construction initiative.
