Turf Renovation, Turf Maintenance, Athletic Field Design, Irrigation Design, and Irrigation Installation Multiple Award Task Order Contracts

The Maryland National Capital Park and Planning Commission is soliciting proposals for Multiple Award Task Order Contracts (MATOC) to provide turf renovation, turf maintenance, athletic field design, irrigation design, and irrigation installation services. These services will be performed on an as-needed basis at various sites within Prince George's and Montgomery Counties, including golf facilities and athletic fields. The scope includes comprehensive field renovations, technical support for bidding and design, and the delivery of detailed design documents such as CAD plans and specifications. The Commission intends to award up to five contracts per category to the highest ranked, most responsive, and responsible offerors, utilizing a sealed proposal method that may include trade-off analysis between service quality and price. The resulting contracts will have an initial term of two years, with the Commission reserving the right to renew for three additional one-year terms based on satisfactory performance. Awardees must maintain professional liability insurance, comply with federal, state, and local nondiscrimination laws, and demonstrate good standing with the Maryland Department of Assessments and Taxation. Payments are processed within 30 days of the later of work acceptance or receipt of a proper invoice. The Commission is exempt from Maryland and District of Columbia sales taxes as well as federal excise tax. Proposals must be submitted electronically via the OpenGov portal in two parts: a technical proposal and a separate price proposal.
