Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.

The Naval Surface Warfare Center Carderock Division seeks to procure approximately 48 Twisted Bi-Cone Array (TBCA) Staves to support the U.S. Navy's Submarine Acoustic Silencing Programs. The anticipated requirement is for 16 staves per year spread over a three-year contract period. This procurement will be awarded as a firm fixed price, indefinite delivery indefinite quantity contract exclusively to Channel Technologies Group (CTG) located in Santa Barbara, California. The contract is sole-sourced due to CTG’s unique and government-qualified design process for producing these specialized staves, with authority granted under 10 U.S.C. 2304(c)(1), allowing for such non-competitive procurement. While this notice does not serve as a request for proposals, any proposals submitted within 45 days after the synopsis publication will be reviewed to determine whether a competitive procurement is warranted. The decision to proceed without competition remains at the government’s discretion. The contracting office is based in Bethesda, Maryland, under the Department of Defense, specifically the Naval Surface Warfare Center Carderock Division. Contacts and further inquiries can be directed to Christine I. Mitchell at the provided email and phone number.
