The Contractor must perform the following tasks:
a) Lead multiple, concurrent evaluation or consultancy activities related to PHAC and HC programs to evaluate their relevance and performance.
b) Lead the work of multi-disciplinary evaluation Public Health Agency of Canada/Health Canada (PHAC/HC) teams involved in multiple and concurrent evaluation projects; establish objectives, work plans and standards; assign tasks, provide guidance and direction; mentor and motivate staff in a multi-disciplinary, matrix and team approach environment.
c) Provide a challenge function, expert advice and consulting services to OAE management on evaluation requirements, performance measurement activities. Provide advice, recommendations, and support to OAE management on the relevance and performance of PHAC/HC policies, programs and services, as well as strategies and options for changes or improvements.
d) Carry out certain aspects of PHAC/HC evaluation or consultancy projects including: leading interviews and focus groups, developing and /or reviewing data collection tools, analyzing results from multiple lines of evidence, and liaising with program and other government department officials.
e) Interpret and analyze evaluation or consultancy study results, evaluation reports and associated conclusions and recommendations to ensure the reliability and accuracy of preliminary findings and final reports and presentations.
f) Identify significant PHAC/HC existing or emerging issues, problem areas, policies or programs that require review and/or enhancement, and provides recommendations to the Manager, Executive Director and senior management on the conduct of evaluation studies, or other types of reviews as appropriate, to address priority requirements.
