TWO (2) THERMAL SPRAY SYSTEMS, TWO (2) DUST COLLECTORS AND ASSOCIATED ACCESSORIES

DLA Aviation is seeking the acquisition of two thermal spray systems, two dust collectors, and associated accessories to sustain critical aircraft engine overhaul capabilities at the Fleet Readiness Center East in Cherry Point, North Carolina. This procurement is being conducted as other than full and open competition under FAR 6.302-1 and 10 U.S.C. 3204(a)(1), identifying Oerlikon Metco and Progressive Surface Inc as the only responsible sources. The justification for this sole-source approach is based on the requirement for seamless compatibility with existing Oerlikon Metco equipment, proprietary robot programming, and strict adherence to NAVAIR technical manuals, including NAVAIR 02-1-20 and T.O. 2J-1-32. Utilizing alternative systems would result in substantial duplication of costs and unacceptable delays, including over 25 days of robot program recreation, 12 days of parameter tuning, and 300 hours of technical instruction updates. The estimated contract value is approved up to a maximum of 15 million dollars. Inspection and acceptance will be performed by the government at the Fleet Readiness Center East facility to ensure the equipment meets all mandated performance and safety standards for General Electric aircraft engine maintenance.
