TWRA Boating Decals & Certificates

The Tennessee Wildlife Resources Agency (TWRA) is soliciting bids for a one-time purchase of boating decals and certificates under solicitation number 32801-13948. The requirement consists of 77,000 orange 2030 boating certificates and decals and 65,000 blue 2029 boating certificates and decals. All deliverables must be delivered F.O.B. destination to the TWRA IT Print Operations in Nashville, Tennessee, no later than October 1, 2026. The award will be made using a Lowest Price Technically Acceptable (LPTA) process, where the contract is granted to the respondent who meets all technical requirements at the lowest cost. Technical specifications require decals to be weather, fade, and heat-resistant with UV protection and permanent adhesive. Packaging is strictly regulated, requiring forms to be stacked in sequence with a maximum of 500 per box, separated by cardboard every 100 forms, and palletized on 32 by 48 inch pallets with a maximum height of 54 inches. Bidders must submit their responses via the EDISON Supplier Portal or by mail by August 21, 2026, at 11:00 AM CDT. All inquiries must be submitted by August 14, 2026, at 1:00 PM CST. Contractors must comply with various state certifications, including registration with the Tennessee Department of Revenue, attestation that they are not a foreign adversary company, and certification regarding the Iran Divestment Act and the boycott of Israel. The contract includes provisions for liquidated damages for late or non-conforming deliveries and stipulates that the State of Tennessee maintains exclusive ownership of all goods and deliverables. Final artwork must be submitted within 30 days of project completion.
