TxDOT Aviation Division- Notice to Bidders

The Texas Department of Transportation Aviation Division is soliciting bids for the replacement and relocation of an Automated Weather Observation System III with Present Weather Sensor and Thunder Strike Alert (AWOS III PT) at Brenham Municipal Airport, Texas, at Location #2 on the Airport Layout Plan. The estimated contract value is $200,000, and bids must be submitted by 1:00 PM Central Time on August 6, 2026, to the designated TxDOT address in Austin, marked clearly as “Bid Proposal.” All bids require a bid guarantee equal to 2% of the bid amount in the form of a bid bond or cashier’s check, issued by a Texas-authorized surety. Upon award, the contractor must provide performance and payment bonds for the full contract amount, also issued by a Texas-authorized surety, and comply with all federal and state regulatory standards, including FAA Advisory Circular 150/5220-16 and FAA Order 6560-20B, for system installation and operation. The contractor is required to use the Texas eGrants system for all post-award submissions including pay requests, certified payroll, insurance certificates, and DBE/HUB participation reports. While no minimum DBE participation goal has been set at 0.0%, documentation of any DBE or VetHUB involvement must be submitted. A subcontracting plan is mandatory for contracts exceeding $100,000. The work must be performed at Brenham Municipal Airport, and bids must include fully executed contract plans obtained from TxDOT Plans Online.
