The National Guard Bureau (NGB) requires a construction project to build a Visitor's Center at the fence line at the TARC in Arlington, Virginia. This contracts provides Architect-Engineer (A-E) Type - C services for construction contract administration for the Visitor's Center. Type - C services include documenting and providing answers to contractor's requests for information, submittals, attendance and records at progress meetings, review of lab results, preparation of as-built drawings, and a number of site visits to inspect the building during construction to ensure the construction contractor is following the design. A sole source justification was signed using the authority of 41 U.S. Code 1901, as implemented by Federal Acquisition Regulation 13.106-1(b)(1), Soliciting from a Single Source Below the Simplified Acquisition Threshold. That justification recommends a sole source award to Moseley Architects (DUNS: 058907353) at 3200 Norfolk Street, Richmond, Virginia 23230-4428. A copy of the justification is attached to this posting.
