U-2 ASQ-230 Sustainment and Support

The U.S. Air Force, through the Department of Defense’s FA8528 Aflcmc Wika office at Robins Air Force Base in Georgia, is conducting market research under solicitation FA8528-22-D-0013 to identify qualified sources capable of providing comprehensive sustainment and logistics support for the AN/ASQ-230 sensor system used on the U-2 aircraft. This action is a sources-sought Request for Information, explicitly not intended to result in a contract award, but rather to gather information on industry capabilities to inform future procurement planning. Respondents are required to complete a Contractor Capability Survey detailing their experience in engineering support, depot-level repair, and total material management of unique ASQ-230 hardware and consumables. Critical requirements include full asset visibility of components, storage of serviceable wholesale and retail spares, establishment of technical reach-back lines, and adherence to strict quality standards such as AS9100 or an equivalent system. The government seeks evidence of past performance on similar programs, including contract numbers, agency names, and values, along with information on monthly repair capacity, procedures for addressing obsolescence, and the ability to operate without complete technical data or drawings. Potential contractors must hold or plan to obtain a Facility Security Clearance (FCL) and access to accredited facilities such as a Sensitive Compartmented Information Facility (SCIF) due to the classified nature of the system. Security and compliance requirements encompass adherence to the Risk Management Framework, successful navigation of the Authority to Operate process, and implementation of Type 1 IP network encryption for all external data transmissions.
