DUAL ENROLLMENT PARTNERSHIP OPPORTUNITY ANNOUNCEMENT
Solicitation # HE125427R0001
The Department of War Education Activity (DoWEA) is seeking capability statements from eligible Institutions of Higher Education (IHEs) to establish no-cost Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs). The objective is to provide dual or concurrent enrollment opportunities for DoWEA students globally, pursuant to 10 U.S.C. 2164c. This is a sources-sought announcement, not a procurement action or solicitation for proposals, and no contract award is contemplated. Any resulting agreements will be non-procurement in nature and will not obligate the government to expend funds, pay tuition, or guarantee student enrollments. Tuition and fees are expected to be paid directly by parents or guardians, though government-authorized reimbursement may be available up to a statutory cap of 1,500 dollars per student per school year. Eligible IHEs will be evaluated based on four primary capability factors: their ability to serve a global student population with transferable credits, teacher certification and professional development processes, course delivery and payment structures, and technical requirements. Technical standards include the use of AES-256 encryption for data at rest and a mandate that 100 percent of staff accessing personally identifiable information or controlled unclassified information be U.S. citizens. To be considered for further discussions, respondents must receive a Meets Criteria rating across all applicable factors. Interested institutions must submit a complete response, including institutional certifications and a narrative not exceeding 15 pages, to the designated points of contact by October 26, 2026.

The U.S. Army Health Contracting Activity intends to award a sole source Indefinite Delivery Indefinite Quantity contract to the University of Miami School of Medicine to provide non-personal training support services for the U.S. Army Trauma Training Detachment. The contract features a five-year ordering period running from October 1, 2019, to September 30, 2024, utilizing firm-fixed price CLINs. Due to strict scheduling and travel constraints between training sites, the University of Miami was selected as the sole source because it is the only capable provider located within a 10-mile radius of the training facility. The program is executed in two phases, combining didactic and skill training at the Gordon Center with clinical application at the Ryder Trauma Center.

The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to negotiate and award an Indefinite Delivery Indefinite Quantity (IDIQ) contract, with firm-fixed price CLINS, on a sole source basis to University of Miami (UM) School of Medicine, located at 1600 NW 10th Ave, Miami, FL 33136-1015. The requirement is to obtain non-personal training support services in support of the U.S. Army Trauma Training Detachment (ATTD). The ATTD trains Army Forward Surgical Teams (FSTs) and Army Forward Resuscitation Surgical Teams (FRSTs) for combat deployment. Currently, the ATTD does not have the certified staff necessary to facilitate the Advanced Surgical Skills for Exposure in Trauma (ASSET) course and Central Line course. In addition, the ATTD does not have certified veterinary staff and an approved Institutional Animal Care and Use Committee (IACUC) Animal Use in Training protocol, which is required for the facilitation of the ATTD's Situational Training Exercise (STX). To fulfill this shortage the Government intends to establish a contract with an accredited university capable of providing the required services that is located within a 10-mile radius of the ATTD training facility. The UM School of Medicine is currently the only contractor located within a 10 mile radius of the ATTD training facility with the capability of providing the required services. A detailed description of the requested services is provided below: The contractor shall provide qualified personnel, services, materials, equipment, supplies and facilities necessary to support the ATTD's ASSET course, Central Line course, and the Situational Training Exercise (STX). In addition, the contractor shall provide logistical support services for the ATTD Combat War Extremity course. The contractor shall provide the required services in support of each training rotation, which occurs 11 times per 12- month period. The training program is conducted in two phases at the University of Miami (UM) School of Medicine Medical Campus and the Jackson Memorial Hospital in Miami, Florida. Phase one of the training program consists of 40 hours of combined didactic and skill training facilitated by Army personnel at the Gordon Center on the UM campus. The second phase of the training program consists of 40 hours of clinical application training in the Ryder Trauma Center under a Medical Training Agreement (MTA) between U.S. Army Medical Command (MEDCOM) and the Jackson Memorial Hospital System. The required training courses are a component of phase one of the training program which consists of 40 hours of combined didactic and skill training facilitated by Army personnel at the Gordon Center on the UM campus. The required training courses occur on various days and times throughout the first week of the training rotation. There is limited time between each class for students to travel from one training location to the next. In order to maximize the time available to train students the contractor's facility must be within close proximity (10 mile radius) to the ATTD training facility located at 1800 NW 10th Ave, Miami, FL 33136. The resultant contract will have a 5-year ordering period from 01 October 2019 - 30 September 2024. The HRCO intends to solicit and negotiate only with University of Miami under the authority of 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(ii). This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by 12:00 PM CDT on Monday, August 19, 2019. The HRCO reserves the right to amend this notice if needed. The Contracting Officer is Dawn Simington, (210) 221-3154, email: dawn.e.simington.civ@mail.mil. The Contract Specialist is Nicole H.
