The U.S. Coast Guard Shore Infrastructure Logistics Center (SILC) Base Support and Services Contracting Office facilitates business opportunities through its Acquisition Planning and Forecast System (APFS), where upcoming requirements over $250,000 are posted early in the contracting process. This system allows interested businesses to preview upcoming projects, understand their scope and timing, and access relevant points of contact before solicitations become publicly available on Federal Business Opportunities (FBO). SILC BSS operates through four functional branches: Emergency Services Contracting (handling emergency response and incident command support), Commercial Support Services (managing base operating services like security and janitorial), Contracting Operations (handling purchasing and utility agreements under $250,000), and Base Support Contracting (managing contracts for non-routine supplies, such as navigation aids). Specific opportunities can be searched on the APFS website by filtering under the USCG/SILC-BASE component. For the upcoming fiscal year 2020, industry engagement includes an Industry Day event in the Tidewater, Virginia area, with details to be announced on FBO’s Small Business Events section. Small businesses and other interested parties are encouraged to review the APFS regularly and reach out via the dedicated Small Business email for inquiries. The contract forecast relates to NAICS code 561210, covering base supplies and services, and is managed under the Department of Homeland Security’s LOG-9 office, based in Norfolk, VA. The designated Small Business Specialist contact for further assistance is William S. Lindsay, reachable by email and phone.
