The U.S. Coast Guard is advancing its Waterways Commerce Cutter (WCC) program to replace its aging fleet of 13 Inland Construction Tenders and 18 River Buoy Tenders with two new mono-hull ship variants that share a common after-body design. The draft specification, available by request through the federal business opportunities portal and subject to change, outlines these vessel designs and includes project-specific documents and drawings. Although unclassified, access to the draft requires explicit approval from the Coast Guard contracting officer. The program aims to modernize its fleet capabilities to better support inland waterway operations. To engage potential shipbuilders and design firms, the USCG plans to conduct one-on-one meetings at the International WorkBoat Show in New Orleans in December 2019, with additional options for phone or in-person meetings in Washington, DC, for those unable to attend. These meetings are limited to shipyards with design capabilities or design teams partnered with shipyards. The WCC program will also host an informational booth and a presentation detailing the mission needs, project status, and deployment schedule. Contact points for the contract include James Ferguson as the Contracting Officer and Rhonda Rachelle Duncan as the Contract Specialist, both based in Washington, DC, under the Department of Homeland Security. Further details and updates can be found on the program’s official Coast Guard acquisition website.

The presentation will include time for questions. All information provided in the presentation (including questions and answers) and booth handouts will be made available on the program's website: https://www.dcms.uscg.mil/Our-Organization/Assistant-Commandant-for-Acquisitions-CG-9/Programs/Surface-Programs/WCC/

Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
