The contract is an indefinite-delivery, indefinite-quantity (IDIQ) type with a one-year base period beginning July 1, 2026, and four optional one-year extensions, for a maximum duration of five years. The contractor must furnish all necessary resources, including vehicles, drivers, fuel, maintenance, insurance, and administrative support, with pricing structured on a firm-fixed-rate basis across multiple distance brackets—for example, AZN per kilometer for trips ranging from 3–4 km up to over 120 km, plus a per-minute waiting fee and an annual Defense Base Act (DBA) insurance requirement. All services are to be performed exclusively in Baku, Azerbaijan, with delivery terms set at FOB Destination, and orders may be issued throughout the contract period as needed. The government will award the contract to the lowest-priced, technically acceptable, and responsible offeror using a LPTA approach, evaluating submissions based on strict compliance with mandatory requirements and financial viability. Proposals must be submitted electronically in English no later than June 8, 2026, at 18:00 Baku time to BakuBidBox@state.gov, in MS Word, Excel, or PDF format, and must not exceed 25 MB per file—larger submissions must be split across multiple emails. To be considered, offerors must complete and submit the SF-1449 form including pricing and schedule details, Section 5 Representations and Certifications, and proof of active SAM registration with a valid UEI number. Failure to register in SAM prior to submission will result in automatic disqualification. Additional mandatory requirements include implementing a secure passenger authentication system such as a PIN or unique code, establishing a priority pickup mechanism for authorized personnel during peak hours, and ensuring drivers hold valid licenses and possess local route knowledge. Offerors must also demonstrate an established business presence in Azerbaijan or a plan to establish one within 30 days of award, designate an English-speaking Project Manager, and provide police clearances and biographic data for all proposed personnel for U.S. background checks. All contractors must comply with numerous FAR clauses covering ethics, labor standards, equal opportunity, anti-trafficking, and prohibitions on Kaspersky, Byte
