U.S. General Services Administration Adapted Vehicles for Disabled Drivers & Passengers Request for Information June 29, 2026

The U.S. General Services Administration, through its GSA/FAS Automotive Center, has issued a Request for Information (RFI) titled Adapted Vehicles for Disabled Drivers & Passengers with solicitation number 47QMCA26N0073 to gather market intelligence on the availability of turnkey adapted vehicle solutions for individuals with physical disabilities. This RFI is explicitly not a solicitation, nor does it seek quotes or proposals at this time; rather, it is a market research tool to inform future procurement strategies. The agency is evaluating the industry’s capacity to supply light-duty vehicles including minivans, full-size vans, SUVs, CUVs, pickup trucks, and sedans equipped with specialized driver controls, with an estimated annual demand of 2,500 to 3,000 units, including fewer than 300 units intended for eligible disabled Veterans under a partnership with the Department of Veterans Affairs. Respondents must demonstrate proven expertise in delivering complete turnkey vehicle solutions, managing the full supply chain from vehicle sourcing to adaptation, and ensuring compliance with Federal regulations, particularly the Americans with Disabilities Act (ADA), as well as applicable Federal Standards such as Standard Item 281 through 287H for wheelchair vans and Federal Standard 307 for light trucks. All proposed solutions must be compatible with commercially available vehicles under GSA’s existing vehicle contracts, including Hybrid Electric Vehicles, Plug-in Hybrid Electric Vehicles, Battery-Electric Vehicles, and Fuel Cell Electric Vehicles, without voiding Original Equipment Manufacturer warranties. Respondents are required to provide their System for Award Management Unique Entity Identifier, NAICS code 441330, business size classification, and any existing GSA Multiple Award Schedule or GSAFleet.gov contract numbers. Technical certifications from motor vehicle manufacturers and industry associations demonstrating ADA compliance and lifecycle recertification capabilities are mandatory.
