All proposals must include a Monitoring and Evaluation plan, with those over $100,000 requiring a two-page narrative, datasheet, and Performance Monitoring Plan, while smaller awards need a Theory of Change and PMP. The award will be based on a best-value trade-off evaluation, with the program idea quality weighted at 30%, organizational capacity at 25%, project planning at 20%, budget at 10%, M&E at 10%, and sustainability at 5%, totaling 100 points; cost is considered only in the event of a tie.
